Ebay ,My account has been suspended please help!!?

eBay has blocked my account for not paying for an item i payed but my account is still suspended .Please do not redirect me to Ebay’s rules.On the home page under "My eBay at glance " it says
Registration blocked.
Users whose registered status is blocked must resolve any outstanding complaints on file before proceeding.
Please resolve all outstanding complaints and try again.

Make a one-time payment to pay your outstanding balance in full.

I press Make a one-time payment but then no matter which payment option i press i get "We’re sorry but this feature is for eBay sellers to pay their eBay seller fees."
Please i need instructions not redirecting
As i said i have payed the seller but still nothing i have emailed him but still not answer .

Get ready for the biggest headache of your life.
I do not know what has made ebay turn so badly, but they are doing this as much as they can. They have blocked my friends account for not paying the fee’s they charged twice for an item he did not even sell. They sent bailiffs pretty much straight away, so my friend is now taking them to court.
It is just one big scam, and as long as they make money, they couldn’t give to hoots about you. Only the seller’s get slightly more help, as they are the ones making ebay the money.
If you paid via paypal, put in an item not delivered dispute and get your money back.
